Imagine a lifeline being yanked away just as it’s needed most—that’s the dire situation facing North Star Health Alliance in upstate New York. But here’s where it gets controversial: State funding has abruptly halted, leaving the healthcare group teetering on the edge of crisis as it transforms Claxton-Hepburn Medical Center into a critical access and behavioral health hospital. This isn’t just a bureaucratic snag; it’s a potential disaster for thousands of patients and nearly 1,700 employees across Ogdensburg, Carthage, and Champion.
Earlier this year, New York State and North Star Health Alliance agreed on an $84 million financial package to support this transition. Half of that funding has already been distributed, providing a crucial safety net for the organization. The plan was clear: stabilize North Star financially so it could become self-sustaining after the restructuring. Yet, lawmakers and hospital leaders revealed on Thursday that the remaining funds have been withheld, with Congresswoman Elise Stefanik accusing the state of deliberate delays.
“Despite meeting every milestone in collaboration with state and federal regulators, the financial support has vanished at the most critical moment,” said Rich Duvall, President and CEO of North Star Health Alliance. “This transformation is now in jeopardy, putting Safety Net Hospitals, their employees, and the patients who rely on them at risk.”
Stefanik, who is also running for New York Governor, didn’t mince words. She called out Governor Kathy Hochul, claiming, “The worst governor in America is weaponizing the Department of Health to target and block funding for a rural hospital in my district, all to score a desperate political point.” Stefanik vowed to secure federal funding to save the hospital from what she described as Hochul’s “abysmal and heartless leadership.”
And this is the part most people miss: The state’s sudden halt in funding may stem from additional questions about how the money is being used. However, officials from North Star argue that the state is constantly “moving the goalposts,” making it impossible to meet ever-changing demands. State Senator Mark Walczyk called the situation “disgusting,” emphasizing that North Star has acted in good faith, providing all requested information to Governor Hochul’s administration.
The stakes couldn’t be higher. North Star Health Alliance operates Claxton-Hepburn Medical Center, Carthage Area Hospital, and Meadowbrook Terrace, an assisted living facility. Assemblyman Scott Gray painted a grim picture of the potential fallout: “Families may be forced to relocate loved ones from long-term care during the holidays. Expecting mothers could lose access to essential services. Cancer patients might be displaced mid-treatment. This is inexcusable and demands immediate action.”
Assemblyman Ken Blankenbush, representing Carthage and Champion, added, “Rural healthcare isn’t a budget line—it’s a lifeline. Albany must protect our hospitals before North Country families pay the price.”
As the situation unfolds, Stefanik, Walczyk, and Assemblyman Scott Gray are calling for federal and state investigations into the funding freeze.
